Voter registration rules
To register in South Dakota you must:
- be a citizen of the United States
- reside in South Dakota
- be 18 years old by the next election
- not be currently serving a sentence for a felony conviction which included imprisonment, served or suspended, in an adult penitentiary system
- not have been adjudged mentally incompetent by a court

Any registered South Dakota voter may apply for an absentee ballot and vote by mail.
How to get an absentee ballot in South Dakota
- Use our Absentee Ballot Tool to prepare your application.
- Sign and date the form. This is very important!
- Return your completed application to your Local Election Office as soon as possible. We’ll provide the mailing address for you.
- All Local Election Offices will accept mailed or hand-delivered forms. Your application must actually arrive by this time – simply being postmarked by the deadline is insufficient.
- State law requires completed absentee ballot applications to be notarized or include a photocopy of an acceptable photo identification card. Please contact your Local Election Office if you have any further questions about the exact process.
Once you get your absentee ballot in South Dakota
- Once you receive the ballot, carefully read and follow the instructions.
- Sign and date where indicated.
- Mail your voted ballot back to the address indicated on the return envelope. You can also deliver your absentee ballot in-person to another location designated by your county official.
- Double-check the deadlines and be sure to cast your voted ballot on time to be sure it is counted.

In-person voter ID requirements
You must provide one of the following forms of photo ID when you vote early or on Election Day:
- A South Dakota driver’s license
- A South Dakota non-driver ID card
- A US government photo ID card
- A US Armed Forces ID card
- A current student photo ID card from a South Dakota high school or accredited college, university, or postsecondary institution of higher education
- A photo ID card from a federally recognized tribal government If you don’t have any of these when you vote early or on Election Day, you can fill out an affidavit confirming your identity and still be allowed to vote.If you’re submitting an affidavit but are voting in South Dakota for the first time, registered to vote by mail, and didn’t provide ID when you registered, you should still bring a copy of your photo ID, or a current utility bill, bank statement, government check, paycheck, or government document that shows your name and address when you vote.

You must include a copy of one of the following forms of photo ID with your absentee application form when you mail it:

If you submit a notarized application, but are voting in South Dakota for the first time, registered to vote by mail, and didn’t provide ID when you registered, you should still enclose a copy of your photo ID, or a current utility bill, bank statement, government check, paycheck, or government document that shows your name and address when you return your ballot.
